Esta oficina aborda a trajetória das políticas públicas de cultura no Brasil, resgatando o contexto histórico desde o início do século XX, refletindo as políticas culturais em governos autoritários, no contexto atual e a possibilidade de políticas públicas de cultura democráticas e permanentes pactuadas entre os entes e a sociedade. A Política Nacional Aldir Blanc de Fomento à Cultura ganha destaque ao final por se tratar de uma oportunidade para os agentes e o maior investimento financeiro da história na área cultural.
